End-line assessment of the project ‘Combating Discrimination – Worst Forms of Discrimination against Girl Children’

Plan India implemented one of their key programs – ‘GARV – Girls Aspiration for Rights and Values’ from July 2015 to February 2018 with a 3-year grant awarded by the European Commission on ‘Combating Discrimination – Worst Forms of Discrimination against Girl Children.’ The overall objective of the GARV project was to empower the community to eliminate sex selection and sex determination so as to ensure and guarantee the right of every girl to be born and stay alive. The project was also aimed at capacity building of key departments such as Women & Child Development, Health, Education, PCPNDT Cell and closely working with decision makers for an effective implementation of the programs & schemes that would result in enhancing the value of girl child. The project was implemented in three states – Rajasthan, Uttar Pradesh and Jharkhand.

At the end of the third year & on completion of the implementation period, BRIEF was entrusted to undertake the end-line evaluation. In order to accomplish the objectives of Evaluation project, BRIEF had developed the research tools, mobile application to conduct the survey and conducted an expansive research in order to seek responses from targeted beneficiaries through face-to-face interviews on handheld devices. Qualitative discussions were held with critical stakeholders including senior government officials at state/district/block/panchayat level and CSO, NGOs, health workers, volunteers among others to understand the level of improvement achieved through the project intervention.

A comprehensive report was developed by BRIEF highlighting the project achievement post thorough evaluation of the project activities, targets & inputs received from the stakeholders.
